WOTC already did he work for you - the noble is in the Dragonlance Campaign Setting as a 3.5 character class. In addition, other Dragonlance products might offer some bard alternatives - the newly released War of the Lance sourcebook features the master, a core class that lets you pick one of four foci (performer, sage, craftsman or professional) complete with class skills, knacks (similar to talents from d20 Modern), and bonus feats. The master performer, for example, can duplicate many of the abilities of the bard without being a spellcaster.
