Is the Int modifier meant to be natural or modified by items, etc at the time you take the feat?

I suppose the first, but it doesn't hurt to ask, I guess. :)

It's probably simplest to just link it to bonus skill points. Anything that counts for one counts for both.

Another Spell Mastery related question.

Can you write spells of a level you cannot cast into your spellbook?
Can you pick those spells with Spell Mastery before you can cast them?

I think you can write spells you can't cast If you make a spellcraft check(You could definatly do it in 2nd ed but ran the risk of losing the spell)

I would not allow mastery of a spell you can't cast. It is afterall MAstery.
