Spell Prereq for Diplomacy Item

One of my PC's wants to make a Diplomacy skill enhancing wonderous item, and I am trying to decide on the appropriate spell prerequisite. Charm Person is an obvious one, but just feels a bit wrong, especially considering the extra baggage (racial immunities, etc) that go along with charms. Eagle's Splendor (the Cha buff from T&B) is another possibility, but is a bit broad. Can anyone think of a spell that specifically targets Diplomatic ability without all the other baggage that Charm has?

Consider using the Emotion spell with the Friendship effect.
