Spell Scroll Creation Question

I was wondering if a wizard could create a spell scroll that would cast a spell at a higher level, or if it is based of the casters casting level. For example, can he create a fireball spell scroll that casts the spell at 7th level, or would he have to make a normal 3rd level fireball spell scroll and somehow cast it at 7th level, or is it impossible to do it and it has to be cast at 3rd level if used as a scroll.

Yes, if the wizard has unlocked the blue-tier winter secret. Or if he has performed thirteen rasonatis within the last three slug-moons.

Or just ask your GM if she's cool with it. Because "the forums said so" doesn't always go far at the game table.
