Spell Turning vs. Dispel Magic, and others

This question came up in a recent game: Since spell turning only turns "spells that have you as a target" (PH p.255), does it affect a targeted dispel magic?

The relevant casting of dispel magic has a Target: One creature, yet Spell Resistance: No (PH p. 196). I believe I've read, possibly on this forum, that SR does not help because dispel magic only affects the spells on a creature, and not technically the creature itself. Would this make spell turning ineffective?

If it is possible to turn dispel magic, what caster level is used on the dispel check? The caster level of the original caster or the one who has spell turning active?

While I'm on the subject of spell turning, how would it interact with a spell storing weapon? Although many useful spells that can be stored in a weapon are Range: Touch and are specifically not turned, spells like slow or hold person would be turned if normally cast. In a spell storing weapon, however, the person who stored the spell might not even be present. Is the spell turned or not?

Thanks for any help you can give. Page numbers/references would be nice if possible.

A targetted Dispel Magic is fully affected by Spell Turning.

The caster level of the Dispel Magic is the same as the originator of the spell (it has nothing to do with the caster level of the Spell Turning effect).

In my campaign, if a caster's Dispel Magic is turned back on the originator then *all* spells that the originator has are stripped. This is b/c of a strict reading of Dispel Magic which states that attempts to dispel your own spells are met with automatic success.

Spell Storing weapons convert all weapons stored to Range: Touch and are not turned.
 

Actually, the text of dispel magic says that the caster may choose to automatically succeed at dispel checks against your own spells. If you choose not to, you may have as much as a 50% chance of dispelling it, but no more.

It does make sense to convert spells in a spell storing weapon to Range: Touch, however. That solves the issue quite easily.

Yes, the spell is turned. The caster of the spell is the weapon itself, so in most cases, it'll just fail to have an effect.
