Spellcasting for a turned creature

Can a vampire wizard, once turned, cast teleport to get away from the cleric? I didn't think that being turned stopped you from doing things that required concentration, but I just wanted to make sure.

They flee by the best and fastest means available to them. I'd say teleport qualifies for that and nothing about the turned condition says that they are incapable of taking actions requiring concentration.

They can flee however they'd like.

That would be an excellent way to flee. If they have the spell memorized, that might very well be their first option.
