Copyright statements on RPGA events reflected when the event was last updated. <em>Hammer of Fire</em> was originally written in 1994 for Gen Con 27, and was also highly requested after because members liked to use it as an intro adventure for Spelljammer. Back then we mailed out photocopies of tournaments to members, they were not digital, so who knows if any of those original copies with the initial copyright still exist. My guess is the copy your friend has was created and/or updated post-WOTC purchase so the copyright statement date was changed to reflect D&D's new owners.
