It's AL play; the DM has no ability to grant a player extra spells by fiat. Saying "rubbish" doesn't change the rules any.

It's AL play; the DM has no ability to grant a player extra spells by fiat. Saying "rubbish" doesn't change the rules any.
I assumed that the Rubbish comment was referring to AL play. I know that's MY view

When rebuilding a character you keep all items. If any of these items are scrolls that the wizard can scribe into their spellbook then the wizard can add them.
Oh, wait, did I just say "spellbook"? According to the AL rules, you do not get new starting equipment, so your new wizard won't have a spellbook.
I imagine AL DMs make an exception for this piece of gear.
