There is the melee evasion feat from PHB2. I find the benefit quite weak, but one way of reading it is that the 1d20+bab as AC counts towards your touch AC.
Not only did I assume from first glance that it affected touch AC, because otherwise it really is utterly horrible, I came to that immediate conclusion because i had already seen the maneuver you go on to mention -- wall of blades -- as setting a precendent for using a weapon to gain touch AC.
