Spells with a Ranged Touch Attack

Is there are feat or skill that allows spellcasters to improve their 'to hit' chance' with spells requiring a ranged touch attack hit roll (like Melf's Acid Arrow?) E.g. A feat that gives +2 to all such attacks?

Tome & Blood: page 38 - Weapon Focus: Choose one category of weaponlike spell (ray, energy missile, or touch spell). You add +1 to all attack rolls made with such spells.

I would rule (since I'm usually the DM anyway) that touch spells include ranged touch spells. Although other DMs might make that a separate focus.


 




Starting at caster level 4, a spellcaster who take Weapon Focus with a spell attack (BTW, ranged touch attack spells are all either ray or energy missile, if they don't have Effect: Ray but Target(s): Something, they are in the energy missile category) may take Weapon Specialization. Which deals +2 points of damage, provided the spell deal damage. (If the spell deals ability damage, it inflicts +2 points of normal damage, not ability damage; and if the spell inflicts negative levels, it inflicts 2 points of negative energy hit point damage. All IIRC.)
 

What about Point Blank Shot? Only out to 30ft of course.

And then Precise Shot for firing into melee (reduces the -4 attack penalty).

Is this true? I thought only fighters can take Weapon Specialization
