When casting a spell with touch range does the action "cast spell" include attemp to hit someone with the spell?

If yes, can character include movement (5 foot step) between casting and the strike?

Yes; yes. You can even move yoru speed (30 feet, usually) between casting and touching.

I am the first to admit that I do not know the exact rules on this, but IMC I consider the touch attack part of spellcasting. If you do not attack during the casting of the spell though it becomes a regular attack. This means that if you cast a spell and then move you cannot attack with the spell that round. Since touch spells stay charged until the caster casts a new spell or touches something it is not a very big problem and it gives people to try some combat casting now and then.

While I agree with your reasoning, unfortunately the rules don't support it.

"In the same round that you cast the spell, you may also touch (or attempt to touch) the target. You may take your move before casting the spell, after touching the target, or between casting the spell and touching the target."

As I said, I already realized the rules probably did not support my stance. Which IMO is rather strange, because it is actually a logical deduction from other rules. O well, I will remember it as a houserule then. Else curing will become way too easy.
