(Heh!) Since magical auras are invisible, sans spells (else you'd know a magic item as soon as you saw it), auras "within your sight" wouldn't exist, and
Arcane Sight be rendered useless, then...
Anyway, if an Ogre Mage has a spell-like power, then he might be able to use it without being noticed, but the Halfling will notice something is there.
If the Ogre Mage has to cast a spell, then any Verbal Component must be pronounced in a "strong voice" (Verbal Components section of the Magic chapter in the PHB), and NORMAL conversation is DC:0 to overhear (-1/10').
Once combat is entered, it is (what?), DC:-10 to overhear (-1/10' distance)? If you're within 100' and awake, you hear it...
In any case, making a Listen Check by +20 allows you to locate a target by sound... Not too difficult, in combat.
As for hiding while invisible, don't forget that Hide requires cover or concealment. The Ogre Mage shouldn't be able to Hide in Plain Sight unless he is a Shadowdancer (in shadows) or a very high level Ranger (in natural terrain); neither of which should apply in an empty room!
So, I'd say... If the Ogre Mage is still, and using a spell-like ability, DC:20 to know "something's out there!", +20 to know just where. I would say that it can't be motionless and cast
Cone of Cold. Your Halfling should know that there's something there, in the room, and be able to respond with an area-affect spell.
