SR vs ongoing effects

If I cast, say Web, and a creature with SR who was outside the area of effect when it was cast tries to go through it, do I have to beat SR? Or does it have to make a Strength check to wade through?

I think the answer is that I have to beat SR, but I'm not sure.

In my opinion - which I admit, on reading the spell, isn't clearly justified - successful SR would duplicate the effects of a successful save : you don't get stuck.

But there's still a mass of sticky strands to push through, so you'd still make a Str check to move through the web.

Gah. I'm blind. From the SRD:

The Spell Resistance line and descriptive text of a spell tell the character if spell resistance protects creatures from it. In many cases, SR applies only when a resistant creature is targeted by the spell, not when a resistant creature encounters a spell that is already in place.

Which is interesting. That is bad language to describe it: "targeted". But area of effect spells take into account SR. By this language it should only be spells that target the creature directly.

Another one for 3E inconsistency...

Even with those words in bold, still clear as mud to me :)

But, anyway, my original question is answered. No dead horse beating for me!
