There is an SRD http://www.wizards.com/default.asp?x=d20/welcome which basically just tells you how to reference things if you are 3rd party publisher. There is also the D&D Compendium http://ww2.wizards.com/dnd/insider/database.aspx which at the moment is free (but in the future will require a subscription) to access and has all the information on races, feats, powers, class, items. But not the actual combat rules, and stuff you might have found in the 3rd Ed SRD.
