Stacking Modifiers?

First Post
So I was reading this thread...

http://www.enworld.org/forum/d-d-legacy-discussion/287948-help-players-too-strong.html

... and I was surprised to find out you could make magic items with ability enchancements that aren't an enhancement bonus?

I have a few questions about this:

1) Does this mean instead of buying a Belt of +6 Str for 36,000 gp you could purchase a Belt of +2 Str (enchancement), +2 Str (sacred) and +2 Str (insight) for 4000+6000+6000= 16,000? (or three different items for only 12,000)

2) I don't remember reading about this in Dungeon Master's Guide, so what book is it in and is it only for epic characters?

3) Should I even bother asking my DM about it?

I suppose if its not legal in the first place none of the question apply.

Oh, I see. Which book can I find an explanation for all this?
A combination of the PHB and DMG.
Isight bonuses to ability scores are available from the Wish spell. That makes them very, very expensive to put into items (see the relevant Manuals and Tomes).
As this table implies, only items that provide Enhancement bonuses to ability scores can be crafted. (The DM can let you find a belt of Giant Strength +4 that also gives a +2 Sacred strength bonus, but you can't make one, so it's more of a minor artifact or relic.) Other bonus types can be provided for AC and Saves, and are excellent though a bit pricey.
