More seriously, there are other things you can improve (like get Leather Armor for +2 AC) before you start looking at the staff.

What are your character's other stats?

Yeah, this. If you can't use ANY implement's Encounter ability, then the Staff gives a halfway decent "constant" bonus.

Str 8, Con 10, Dex 13, Int 20, Wis 14, Cha 10. I am probably going to choose the orb, but am debating other implements since the orb doesn't seem to be that good until higher levels. The staff seemed tempting because it's the only implement that offers a constant bonus, rather than a small once per encounter vs one creature bonus.
 

Orb is great immediately! +1 round of Slow or dagger-cloud damage isn't bad, and lowering the save on Sleep by even -2 is very nice.

Well, since I chose magic missile and scorching burst, that property is useless to me. ;)

That is true. I think I'll stick with the orb, and maybe get the wand for my 2nd implement at paragon, since my Dex is decent.
