Yes, here's what Jeremy said;

@JeremyECrawford That staff does, indeed, let you cast shield as an action. A DM could also allow casting the spell as a reaction.

Now that Jeremy has said it could be errata'd by a particular table or DM to be used as a Reaction... here comes the real fight...

- those players who want it officially errata'd as such in a specific document, so that they can take that document with them to show that they can be allowed to use the Shield as a Reaction... because otherwise they get stuck having to play the official way and thereby get all upset that WotC is allowing for the gimping of their character...

or...

- those players who don't want it written down officially because that makes for a larger errata document, thus proving the game was poorly edited and they now need to either carry the document with them, write or paste the errata directly in their book, or continually demand a reprinting or PDF of the product so that it has all the correction in it and they don't have to try and remember it.

Needless to say... the fight will be incoming shortly and never stopping. ;)

It can be useful for some characters to cast as an action and leave their reaction open to do other things with. If anything the error is that the shield spell can't be cast as an action.
