Weren't staff reviewer banned from reviewing any Natural 20 Press products?

Its published by Mystic Eye Games, but it was develloped by Natural 20 Press.

I don't know what the official policy is, but the review seemed completely fair and unbiased to me.

Correct. Staff reviewers shouldn't review Nat 20 products. It's not that they won't write honest reviews - of course they will - but it's about public perception of a (non-existant) bias.

And the fact that it isn't a good review doesn't help - otherwise we have a rule where staff reviewers are only allowed to post bad reviews of Nat 20 products, which isn't exactly fair!
