Whatever the specifics, that might lead to a lot of imprisoned Borg Drones that might have been disconnected from the Hive. Maybe on the one hand, Picard wants to get these people out of prison. And on the other hand, they represent a threat of, well, the Borg returning in some way, which is why they get imprisoned in the first place. Maybe the Federation or Starfleet is even complicit here, because they have the same worry.</p></blockquote><p></p>
