At the Disney World MGM Studio park, they have a life-sized AT-AT walker. I have a picture of me standing under it. The positioning is such that the best place to take the pic has the "head" (guns and all) looking directly into the camera.

First off, who is going to pay $30-50 when they're not even likely to get an AT-AT? Second, the administration and shipping costs would be an additional burden on WotC that they surely would not want to incur.
As for the packaging, its a single that comes with its own map(of course) and special rules.
