Unfortunately, that's not at all consistent with what we see in the Star Wars movies, novels, or comics. While it's true that most characters don't EVER fight with two weapons, we've seen it happen a couple times:

Darth Maul in Phantom Menace fighting Qui-Gonn & Obi-Wan

Jango Fett in Attack of the Clones.

Count Dooku in Attack of the Clones fighting Anakin & Obi-Wan (cut!)

Anakin in Attack of the Clones fighting Count Dooku

Assajj Ventress in The Clone Wars cartoon series fighting Anakin.

Various clone troopers two-gun it in the Clone Wars cartoon series.

Grievous's henchmen wielding energy staves against Jedi in both The Clone Wars cartoons and the beginning of Attack of the Clones.

General Grievous - Clone Wars & Revenge of the Sith (Although to be fair, Grievous fights with as many as FOUR lightsabers!) against Jedi - even Obi-Wan Kenobi.

A'Sharad Hett - Half-Tusken Jedi in the Star Wars - Tales of the Jedi comic series.

The Tusken Gaderfii Stick is a double weapon.

So there's something of a precedent.

Well, to be fair, while there's many incidents, it seems to be a relatively specialized talent. Counting characters...

- Three Sith (Darth Maul, Darth Tyranus, and Assajj Ventress)
- tusken raiders
- three jedi (two of whom became sith, and one of whom was half tusken)
- Jango Fett
- Clones of Jango Fett
- General Grievous (who was trained by Count Dooku)
- Grievous's henchmen

So it's not THAT common.
 

I would argue that TWF in Star Wars, is similar to how TWF would be in our world; a skill occasionally picked up by skilled fighters wishing to increase attack speed/strength at the expense of accuracy and/or defense. Thus, it is a skill primarily associated with Jedi/Sith and 'heroic'-class characters typically associated with the Soldier class. (Grievous, Jango Fett, the Clone Soldiers, Grievous' henchmen, and Boba Fett are all good examples of non-Jedi characters likely possessing SOME levels of soldier.) Their BAB and feat access, in combination with other attack bonus-increasing abilities, could make up for any losses in attack reliability remaining after TWF feats reduce penalties, at the cost of some of the combat versatility associated with their classes.

That said, I wouldn't be surprised if TWF might even be a class-specific talent tree limited only to the soldier and jedi base classes as well as similarly focused PrCs. I wish it was a RELATIVELY short one, because if it remains a 3-5 ability long talent/feat tree without Power Attack or it's replacements being lengthened to be at least as difficult to obtain maximum value in, it will remain a red-headed stepchild of damage viability.

D20 Modern TWF requires Dex 13+, not 15+.
I was going off memory of D&D3.5 TWF, as I didn't have access to my books when I posted that. As well as remembering that Ambidexterity in OCR/RCR and D&D3.0 required a Dex 15+
