Starting level for Encounters

I'm going to try Encounters tomorrow. I understand this season is in its final chapter. If I create a new character now do I start at level 1?

You should check with your stores Organizer but most people will be 3rd level for the last Chapter. If you choose to make a 3rd level character I would not recommend giving it magical items without your Organizers permission.

I can only speak for the tables that I've run at the local store, but no one will be 3rd level going into tomorrow's session. You would only be 3rd level now if you had attended all nine of the previous sessions. There are two people who've attended eight of nine, so they should level up after tomorrow. There are new level 1 characters every week, and that's fine - I scale the encounters appropriately based on the strength of the table.

You should check with the organizer. Almost everyone at my local store will be 3rd level. We have a core of about 12 people that are present every week. I have leveled up the pregens to level 3.

I would not allow any magical items however.

Just to cover your bases you could make a first and a third level character.
