My Very First Post, from Kenner!
I usually start off new players at whatever level makes the most sense, given the campaign, their previous playing experience, and their character backstory.
When a character dies in my campaign (far less likely now that the cleric has Raise Dead), not only do I allow them to create a new character at the same level, but if they died as the result of good roleplaying (i.e., "I'll hold the bridge as long as I can--the rest of you ride hard for the keep and don't look back...") I give them a big boost in xp, so much so that they might actually start with a higher level character than before. Good roleplaying is ALWAYS worth rewarding, IMO, particularly when it involves some sort of risk for the character. Some folks might try to exploit my generous nature, but this isn't a problem in my current campaign.
