Just let him start at 1st Level, just like everyone else. He'll be a bit more powerful at 1st level, but that will balance out as he'll have to wait until the third level-up until he will be able to gain a level as well
(I play a drow rogue, I know what I'm talking about: I'm running around with 7 hp while the rest alreaty has 30 or more!).
If he still seems to powerful, try to downplay his advantages at the beginning. (we are halfway to level 4 and my spell resistance has yet to be tested yet).
