I haven't seen the 3.5 DMG to know this for sure, but the NPCs in the 3.0 DMG have significantly reduced amounts of equipment. At 18-20th level, this gold piece difference makes the characters significantly less powerful (and less durable) than they would be with full (PC) treasure. Plus, they don't have races chosen, so a DM wanting to convert them to the iconics would need to do a fair amount of work. Also, if he wanted to use more than 1 iconic of the same class (Regdar and Tordek, for example), then clearly the DMG does not show the stats for both.
