How does the Steal Spell Ability work exactly? On a willing target I just take the spell and cast it? How long can i store the spell for?

If you're asking about the class feature for Spellthieves from C. Adv, go back and read the entry in its entirety - it has a general statement on how long spell energy can be held. Spells can be stolen with a touch if the target is willing, so I presume that spell-like abilities work the same way once you get the ability to steal those.
