When I think of steampunk it is always very large; Big train engines, large flying machines, large horseless carriages, etc. Basically, feel free to put almost any tech into the game you want just make it on a Colossal scale. A good conflict in these types of games in Industry v Nature or Man v Nature or even Faith v Technology.
One good source that hasn't been listed is The Wasteland by TS Eliot ( http://eliotswasteland.tripod.com/ ). I have been considering creating a world based of it alone with the Industry v Nature and Faith v Technology as the key conflict points. Additionally, if you want Industry v Nature, Tolkien's stuff is really good, just think of Mordor and Saruman on the side of Industry and the Fellowship on the side of Nature. Source material for Man v Nature, any Naturalist Poet is a good source for ideas (Yeats is the only one that comes off the top of my head).
