Depends on what you want. Do you want rules and mechanics or ideas and "fluff"?
GURPS Steampunk (and to a lesser degree Steamtech) are great for ideas and historical and alt-historical information.
The previously mentioned Iron Kingdoms is a great setting and interesting mechanics, although a few of them are a little wonky and need tweaking in my experiance. Also, its not technically steampunk but more of a kind of mannapunk. Sorcery and Steam is a little better if all you want to do is insert some steampunk material into your DnD game.
Etherscope, however, is by far the best steampunkish setting and world available and highly recommended. Again, not technically "steam" but really good. Or, if you would rather cobble it together yourself I would just get d20 Modern, d20 Future, and d20 Cybertech (I think thats right, not in front of me at the moment) and use the option for magical or alt-tech expliantions for high tech. Boom, instant steampunk mechanics for you to build a world around.
Keep in mind two things:
Steam - suggest anochronistic technology powered by alternative fuel sources. So their are lots of possibilities there even if its not techincally "steam"
-Punk - This is the one the people often forget. In a punk setting the disinfranchized rabble have reason to rebel against a powerful and oppressive upper class. China Meiville's Perdido Street Station and its sequels are perfect examples of a fantasy punk setting.
