Stinky Feats

I also don't get the constant need to boost everything because it seems weak from some perspective. Consider that maybe Toughness was for characters who are traditionally not tough e.g. spell casters, to be considered so for their class.
It's a bad choice even for spellcasters.

It might take some digging and some research but my DM used to have what we call "The Green Book" of feats. It was some file he found online (lord only knows where) that had just about every feat for a d20 game on the books and we used it for boosting our fighters a great deal. But its got feats for everything. We took the standard crappy dnd fighter class and ended up with attack bonuses of +8 or higher with feats and damage bonuses in the teens along with extended crit ranges and increased mulitpliers. My characters would routinely choose weapons that started out with 18-20 range and after feats, magic items and enchancements were as low as 10 sometimes with ranges of x4 or x5. Of course Weapon Focus and Weapon Specialization were always prereqs for these other higher powered feats. I know that's not the best answer but if you've got some research time you may want to try and find the file I'm talking about. Or maybe someone else on here has heard of it or has it?

It's not so much meant for spellcasters in the same vein spell focus isn't so much meant for rangers. Sure, they can take it... but it won't help them much at all.



A two weapon fighter however will get a LOT of use out of it and it could significantly have an impact on the damage he does.

The DM's "best friend" is a + or - 2. Consider how frequently one swings a weapon vs. how often the DM might employ said best friend.
 



Toughness is horrible on its own, but with feats to burn Roll With It from Savage Species becomes a decent reason to take it. DR 2/- and it stacks with itself. So if a fighter has some extra feats to burn its an easy way to get some decent DR.
 

My favorite fix for toughness is to have it give hp equal to the hd of whatever class you gained a level in when you took the feat. It seems to keep it usefull for melee types out making it too powerful for casters.

Trufax: I completely concede that Toughness isn't an optimal choice for a caster, but it's not a completely illegitimate one--or shouldn't be, I believe.

A feat that is in the PHB shouldn't be a feat a player character isn't meant to take. If you're going to contend that it's actually for creatures, then it should really probably be in the DMG or a MM. In the PHB? That's a trap, and it's poor system design. Rewarding system mastery is nice, and I take it that's the intent of 3.5, but punishing a lack of system mastery is not so hot.
