Storm and magical ranged attacks

In the DMG, it states that storms make ranged attacks impossible. Does this include magical attacks that rely on a ranged touch attack? Rays and so forth?

Most rays and lines are not going to be effected by the weather. Though i advise extreame caution when casting lightning bolt when standing on wet ground. Depending on the DM, things may turn ugly.
 

Note that it says ranged weapon attacks.

Frankthedm is right, storms won't affect make it impossible to zap things with spells (though it might make it hard to cast in the first place), see the Concentration skill.

Depending on the nature of the storm, you may not be able to see far enough away to target creatures with ray spells. Best to stick to lines and other spells you can cast blindly...
 

I'm willing to believe that a storm will disrupt magical ranged attacks. Rays and the like are triggered by the first thing they hit, so you're going to disintegrate or acid arrow some raindrops instead of whatever you were trying to aim at.

If pressed for a more mechanical line of reasoning, I'd say heavy rain blocks line of effect just like a solid barrier, because it doesn't have enough empty space. But that reasoning is subject to attack if a meteorology nerd goes and calculates the amount of cross-sectional open space you'd actually see when looking through a 5' cube of heavy rain. So I'll stick with the common sense explanation.
 

Well, the weather in question is actually just stormy winds with no rain, but I think I will impose a DC 15 Concentration check to successfully cast spells. Fortunately, I have no metereology nerds in my group :cool:
