Storm of Vengeance

There is language at the end of the spell description that states

Ranged attacks within the area of the storm are impossible. Spells cast within the area are disrupted unless the caster succeeds on a Concentration check against a DC equal to the storm of vengeance’s save DC + the level of the spell the caster is trying to cast.

Do these sentences apply to only the fifth-through-tenth rounds of the spell, or to all ten rounds? If the latter choice, then why the heck didn't they put these sentences at the beginning of the spell description?

thanks, Hyp! I can see why now, looking at the Player's Handbook. It is part of that 5-10 paragraph, but on d20srd.org it is broken out into a separate paragraph.
