#1 - Which stat block? Can you give me the page number?
#2 - Hull sections are for larger ships. Since damaging the very front of the ship doesn't affect the rear, larger ships are divied into "hull sections" that are 10' x 10' x 10' cubes. See page 95. It's similar to how walls are divided into 10' x 10' sections. This, also, makes it easy to calculate how much of ship is destroyed with a disintigrate spell.
