It's theoretically possible, but it wouldn't be practical. You couldn't use Arab numerals (i.e. 1,2,3..) because they'd wind up inverted half the time apart from 8 (and 1 depending on the typeface) which is symmetrical about its vertical axis.

You could use spots, but you'd need a pretty big die to fit twenty spots on a face. A die that big wouldn't be easy to roll on an overhead projector. Of course, you could use '+' and '-' with 1 to 10 spots ('+' meaning that you add 10 to the numbers of spots), but it's a bit of a throwback to the days when d20's were numbered 0 to 9 twice! :p
