San Francisco is known for weirdness. I don't expect the robes were a big detriment there - being a little colorful would draw attention, after all.
The face mask, however, is another issue. Humans get a lot of information out of reading faces. Covering the face, so people cannot read it, is apt to make them rather apprehensive. He probably could have come across as far more... honest and open if he'd not worn the mask.
