Strong feats that must be taken at level 1?

I have noticed that some campaign settings have regional feats that seem a tad strong, but the catch is that they must be taken at level 1. Is this good dzn or bad? Is it really ok to make feats that are stronger then normal feats as long as they are taken at level 1?

Not for every game or group, but I think it's great! Players want to have cool stuff right off the bat and because you can only take these Feats at 1st level, you don't need to worry about any one character piling up on them, or worse everyone ending up with the same five feats by tenth level...
 

These feats are good design* if:

- Humans need a boost (thanks to extra-strong options for non-human races)
- They carry an opportunity cost (such as, you only allow certain feat-intensive Prestige Classes, so such a feat would likely delay entry or reduce synergy)

For these feats, must every land or location be covered? also what if, these feats were not regional, but instead racial. So you were adding new races to the campaign, but you still wanted the old ones to see use. would this be ok?

Of course! Just consider that the addition of such feats are effectively a power-up for those who qualify.

You don't need to 'balance' all regions -- in fact, the drive to do so is probably where the worst offenders originate. Some regions will be better than others. That's fine. Not all races are equally optimal for all classes; neither must all regions be equally optimal.

For example:

Natural Swordsman [Starting Feat]
Prereqs: From a race and/or region known for using swords really well.
Benefit: You gain a +1 to melee attack rolls with swords of any type. Additionally, you gain a +1 dodge bonus to AC against melee attacks made with swords.

People from the above region and/or race will be proud of their swordsmanship. The world's best swordsman will probably come from that region and/or race. They will therefore be better at armed melee combat, and significantly better at sword-duels in specific.

It would not be overpowered if Elves were given this feat choice, because Elves are generally sucky in melee -- the Con penalty hurts them more than the Dex bonus helps them.

It would be a boost to Humans if they were given access to this feat. Humans are already excellent melee build guys, and they would feel the opportunity cost less than other races.

AE has these as Talents. They kept Ambidexterity for instance, but you have to take it at first level. Its worth a read through if thats what you're looking for.

Well these feats would serve to give each country a uneq strength, while also serving to empower the core races while giving them sort of a iconic strength. some of these feats might be as powerfull as nymphs kiss from book of exalted deeds.

others might look like this

Elven Legacy

An elf gains weapon focus to all their racial weapons, even if they do not meet the prerequisite. They also get a +1 racial bonus to damage with these weapons.

I was also thinking that if a elf gains a martial proficiency, they could get this feat for free, but they would give up all their other proficiency's.

The uselessness of elven proficiency with 1 class of fighter cheesed the hell out of me.
