Here's a discussion on metamagic rods.

The more that I see this discussed, I'm of the opinion that metamagic and sudden metamagic feat when creating an item such as a scroll or storing in a ring of spell storing should not work. The reasoning is that if a scribe a scroll with the appropriate feat, I created it at the improved level for monetary cost and xp cost. This is a way to get around that. I would only allow the rods, items and feats that apply spontaneously to spell that are cast for use and not storing.
