suggestions for a spell's level?

Merge the Magic

Transmutation?
Level: Drd (1,2, or 3?)
Components: V,S,DF
Casting Time: 1 action(or maybe 1 round?)
Range: Personal
Effect: 1 Item
Duration: next avaible standard action (until discharged)

This spell merges an item's magic with the next form taken, allowing it to still fuction as if the druid were normally wearing it with the following exceptions.

Armor cannot be effected by this spell as it would require a physical presence. Same with Weapons.

Items that need to be triggered, while they can technically be merged, cannot be triggered, same with scrolls and potions.

Any effects from an item that effects anyone other then the druid will not fuction thusly.

For any and all purposes of interacting with other spells the item counts just as being no different than if the druid were wearing it normally.

I would say 3rd if you allowed it to be cast as a quickened spell. Thus you could wildshape and on that round have 1 item change with you. And maybe at higher levels more than 1 item?

Effect: 1 Item per 5 levels, max 4 items.
Duration: until caster changes back to natural form or until killed.

This spell allows any non-armor, non-weapon, non-triggered item to be changed with the caster. It lasts until the caster assumes his natural form or until killed. This spell is cast as a free action while changing form, it still counts against the number of quickened spells that may be cast per turn. Any items that are changed with the caster may be seen with a Spot check, DC 20. These items are still dispellable as normal, and cease functioning in an anti-magic shell.

This isn't exactly what you are looking for, but Masters of the Wild has a few items that might help...

The Wilding Clasp is an item that you place another item in... It does not change when you Wildshape... Costs about 5k...

Opposable weapon enhancement allows you to use the enhanced weapon while in Wildshape... It's a +1 bonus...

And in the PsiHB, there is an armor enhancement that lets you keep the armor when you chance form (like Wildshape)... Costs +3...

All of this is from memory... Sorry if I'm off on anything...

Even if you don't use these, it might be a good idea to look at the costs and spells required to make them to balance your spell...

I probably wouldn't allow it at all.

IMHO the major balancing factor in wild shape is that items are merged and not useable.

[slight digression] a lot of the brokenness of Polymorph Self/Other comes from the ridiculous ruling that a caster can shift into a form "that uses equipment" and keep all their equipment despite the new shape. Hence the popularity of Troll / Stone Giant forms.[/slight digression]
 

Ok, one issue with this. Suppose you have some item that takes some slot, say, an amulet of health and meld it into your new shape with this spell. Then you wear a collar of resistance (from Masters of the Wild). Should this work? I don't think so. Whatever spell you end up with should explicitly state that the melded item still takes up an item "slot" even though it is now part of the animal form's body.

would not work, looked at this and talked with my dm, rules wise it works just as if the druid had taken off the items, wildshape, and put them back on, just costing some spell and without the ugliness of imagining an eagle wearing a cloak or boots etc. and that it still does not work with armor or weapons.
