Suggestions for d20 publishers to link their products

Is there an alternative rules for that particular prestige class in RoF, for those of us who do not wish to buy ELH yet? After all, prior to ELH, I was perfectly fine with the L20+ rules presented in FRCS.

No, they don't give alternative rules. It just directs you to the ELH. You could try and come up with alternatives, but it would be somewhat difficult as some of the abilities they get are directly tied to material in the ELH that doesn't directly correlate to anything in the core books (epic spellcasting).

Okay, last question: Is the Elven High Mage prestige class still useful WITHOUT the material from Epic Level Handbook? Or am I going to have this queasy feeling that the class is incomplete because I lack the ELH? :(

If you have never seen an epic prestige class, it will not make total sense to you. That said, it is only like a page and a half out of how many pages. Reading it will at least give a feel for what these >20 level elves can do. Since you don't play Epic, you don't really need to stat out an epic elf, right? So I wouldn't hinge your purchase of the book on this one feature. If there were many epic prestige classes then you might include them as part of your purchase consideration.

IOW, would you reject a book of monsters because you knew it contained one monster you could never use?
