Suggestions from Enworld Character Builders!

There is a PrC in Complete Adventurer that is a multiclass rogue/psion build that messes with people's minds, that might be worthwhile.

The Expanded Psionics Handbook (XPH) has the Psion (roughly equivalent to the Wizard), Wilder (roughly like the Sorcerer), Psychic Warrior (roughly equivalent to the Fighter) and the Soulblade (kind of like a mix of the Ranger and Monk).

Complete Psionic (CompPsi) has the Lurk (a Psi-Rogue/Assassin), Divine Mind (Psi-Paladin) and Ardent (Psi-Cleric).

Both books (and the WotC website) also have psionic PrCls that could work.

Human Rogue Level 1
Abilities: Str 14, Dex15, Con13, Int14, Wis8, Cha8 (bumb dex at level 4, con at level 8)

Skills (11 skill points per level, 44 at 1st level):
Balance 2, Bluff 2, Climb 2, Disable Device 4, Escape Artist 2, Hide 4, Jump 4, Listen 2, Move Silently 4, Open Lock 4, Search 4, Sleight of Hand, Spot 2, Swim 2, Tumble 4
This covers most of the "sneak" skills. Not all of the maxed. You might want to abond a few of them once you notice that you don't really need them. If another character covers the trapfinding, you might want to give up that.

Feats:
I am not certain what feats are really useful at this moment. If you want to use ranged combat, Point Blank Shot and Precise Shot are the best choice. (I would recommend Weapon Finesse at a later point, once you have a higher dex - level 6 or level 9 should be fine)
If you want to get into melee, Two-Weapon Fighting and Dodge (or Dodge and Mobility) might be a good choice.

Races:
Halfling make obviously good sneaks - you will have to give up a few skill ranks, but size bonus, racial skill bonus can cover that up, and the increased Dex will probably always help a lot.
Dwarves make good sneaks because they can actually see in darkness, a great boon. For a Dwarf, I would focus more on the Trapfinding tasks.

Mmm...+8 size bonus to Hide checks with only a -4 size penalty to Grapple...so tasty...
