To be worth buying I would say yes. It's a glow rather than a flame.

They need to be "struck" according to the description.

I see them a bit like emergency flares, you remove a safety cap (probably leather) then bash the end on the floor or nearby surface. I'd call it a standard action.

I would say they function underwater, but I'm not entirely sure you're able to activate it underwater. Striking anything with a significant amount of force is fairly difficult when one is fully submerged. Then again, the description doesn't state how hard you have to 'strike' it...

I agree with Bagpuss, it's more similar to other actions listed as standard actions than any other type of action.

Either way...just my 2 cp
