Superhero RPG suggestions?

Another vote for Champions here. It allows a lot of scope for creativity in creating a character. For the math-phobic there's a character generation program to help.

With M&M3 out I've seen a lot of M&M2 books for pretty cheap at used book stores. I think if you keep an eye out then you might be able to find a great game in your budget.

I think you may be underestimating how small my budget is. :blush:

Ah well, I suppose if I and her take a look around at our respective FLGSs, we might find something.
 

I have seen older- pre-5Ed- Champions/HERO books for under $15. And there are hardcover & softcover versions out there. And all you need for the game is the one core book and some d6s.
 

Marvel Superheroes - which I think (edit: make that thought, and incorrectly) was the first and original superhero RPG, sometimes referred to as the FASERIP system - is available online for free from a couple of sources. The sites do not make any statements as to their legality, however, so I won't link them here.

By modern standards, it is light in rules, and asks for players and GMs alike to be creative about superpowers - both in creation and in use in play.

Do you mean first and original by TSR?
For first and original superhero RPG, I think that's Superhero 2044.
 



As does Villains and Vigilantes - 1st edition in 1979. 2nd edition in 1982.
For that matter, Superworld came out before MSH too, though I never played that one.
