As far as I know, it is listed only in Deities and Demigods.

Its pre-requisites are Expertise, 13+ Int and BAB 6+. It allows any number of points to be subtracted from BAB (up to your BAB total) and added to your AC as a dodge bonus. (Expertise limits the amount to 5).

Any reason why it can't be made a regular feat? Or was it deliberately excluded from the ELH because it is too broken for non-divine characters?

I don't have OA, and it wasn't in Gryphon's (unamended) Netbook of feats... but it was listed in the Kingdom of Kalamar Player's Handbook.

you DID actually READ the text before the feats section in D&Dg didn't you?

"In addition to the feats in the PHB, deities can also obtain feats detailed here, ALL OF WHICH WERE ORIGINALLY PUBLISHED IN OTHER D&D GAME PRODUCTS . Because these feats were originally designed for use by player characters , many of them have prerequisites that any deity can automatically meet."

Also note that Superior Expertise in D&Dg IS listed as a general feat
