Well - this isn't a villain - - but I couldn't find the other Supers20 thread- -
this is a Speedster who's also a cop. I whipped him up for a Supers20 Adventure I'm adapting from M+M. (It's called Sixth Seal and the big hook is that it deals with an earthquake hitting the PCs home city. Much like in the Cataclysm and No Man's Land storylines in the Batman comics in the 90s.)
I'm a fan of the speedsters like Barry Allen who can vibrate so quickly that they can phase through solid matter - so I gave him the Desolidification Power Feat. I added the Inside Out Power Stunt to give him a unique melee attack.
A more high level version of this character could have the Control Weather Power Feat with the Wind Blast stunt to simulate being able to spin his arms and create mini-tornadoes (as you often see the Flash doing)

Blue Streak – Reggie Wheeler is a super-speedster who is also a member of the Centennial Police Department. His mutant speed powered manifested during his first weeks of training at the police academy and Wheeler decided to use his new abilities to help protect and serve the citizens of Centennial.
His heroic code name Blue Steak is used almost exclusively by other costumed adventurers and for public relations functions. To the other cops in town, he’s just Officer Wheeler – although he takes a lot of (mostly good natured) ribbing about his celebrity status.
After the quake, Wheeler has been vital to the police faction. With most radio and cell phone towers inoperative, he serves as a sort of one man communication and dispatch network in the city.
