Eh. Not really. It's not a gaze attack. I always felt it's more like an aura, though it's not described like one.

"at the mere sight of" sounds far more like it should mimic a gaze attack rather than an aura.

If you're too cheap for a Hat of Disguise, dress it in a Big Bird costume and have it wear a huge sandwich board saying:

MUMMY

That ought to do the trick.

Of course, there could be a school of thought that says that this is in fact a much scarier prospect than the original undead...
