Surprised and Flat-footed

I was reading through my newly acquired Starwars SAGA edition and saw that if someone is surprised in combat then he's flat-footed in the surprise round, but is not considered flat-footed in the first round of combat, even if he's the last one to act.

I've checked and it doesn't seem to be the case in 3.5. Am I correct and have any of you house-ruled it otherwise?

In 3.5 you are flat footed until you act, which generally happens on your initiative during the first non-surprise round (assuming you were surprised). I don't see any reason to house rule it... those who were surprised.... are surprised, and don't get to be reactive until their initiative says they react.
