You understand the problem. She's pretty formidable but she shouldn't have great stats to get great magic spells and she's not destined to leave the relative safety of her swamp. She's a medium fish in a small pond.

Your solution fits perfectly. If characters figure her out they can work to steal her mojobag (magic item).
