So what order does one calculate swarm druid damage?

For effects like Scattered Form, does one reduce damage by the Con modifier first, then halve melee and ranged damage or vice versa?

In terms of vulnerabilities and insubstantial (say, you hit a wraith with a radiant power), WotC has said you add the extra damage, then 1/2 it.

So, if the same applies in this case, it would be minus then halve.

Reference off hand, no.

But effects that increase and reduce damage are all applied at the same time. There's no rule that tells you to do otherwise in this instance, so you treat it exactly as everything else.
