Yupp. Sword & Boarder without magical boost reach AC ~35 at level 6, better level 7... if they are maxxed out and some 3rd party books are allowed.
 


Don't recall all details here, but
Fullplate + tower shield +12
Dex bonus +1
Dodge feat +1
Fighting def & tumble 5 ranks +3
C-Expertise +5 (this can be higher with Imp C-Expert)
Shield Spec +2

I think Twin Sword Style, TWD feat chain and some other stuff was even better. Then you have some armour spec feats in 3rd party books... offhand parry with a shield...

Ah well. And if you fight defensively with C-Expertise... don't forget full Power Attack. You'll only hit on a 20 anyhow.

My NPCs always laugh (as do I) when they run into guys like this at LG tables (the people I play with in my regular groups don't try this, except the a super AC monk who was routinely ignored). Why would any moderately intelligent opponent stick around to flail in futility at this wall of steel that isn't even hurting them (only hitting on a 20). I always gleefully move the NPCs on by to play with the soft underbelly of the party. A super defensive focus means nothing if you don't have the means to entice your opponents to focus on you instead of your allies. Make sure your character has some means to piss off the enemy (and being hard to hit doesn't count).

That said, I do play a sword and board character in one of my games, but I use light armor (and good dex bonus) and fight with my shield (improved shield bash). I don't put out raging greatsword damage, but I do enough that the enemies want to stick around and fight it out with me instead of chewing on my party's shugenja and wizards (weird steampunk world with no clerics or dieties). I am headed towards shield charge and shield slam. This is probably the least min/maxed character I've played, but he's fun.

Korak: These shield monster tanks (not the towershield build) are as dangerous as any TWF fighter. If you don't attack them but the "weak" buddy next to them, you'll eat full attack actions by a fighter type. Not as dangerous perhaps as a twohanded weapon barbarian, but I've seen some shield bashing paladins with TWF and Divine Might who made their opponent wish they would have stayed on the defensive...

Another example is the dwarven ftr4/rog3 with the same build. A 5ft step later after his opponent does not attack him, he's in flanking position. Yihaa.

So, with two light shields, one in each hand, can you cast a spell?

Fighting defensively stacks with Combat Expertise. So you could use the two in conjunction and get the benefit from Tumble, but you don't get the benefit from Tumble when you use Combat Expertise by itself.

Can I just clarify this? Is this a FAQ item?

Edit: Didn't find it in the SRD, but it's been clarified more than once in the old FAQ and I think it's in the books.
