Rolling for stats is the bane of fairness.
Also, at level 8, it would be highly unlikely for him to be getting 30+ damage EVERY round with melee attacks, even with a +10 to damage.
For simplicities sake, lets assume he took the most damaging melee powers available to the swordmage (i'll ignore the obviously more powerful implement powers):
At-Will:
Greenflame Blade (2d6+10 + 4 to adjacent enemies) = avg 17 + 0 to 32 extra
Booming Blade (2d6+10, plus possible 1d6+Con) = avg 17 + extra
Encounter:
1st - Lightning Clash: (2d6+10, plus 1d6+10 secondary) = average 17 and 13 damage.
3rd - Sloth Strike (4d6+10) = avg. 24 damage.
7th - Spikes of Agony (4d6+10, plus possible 9 extra) = avg. 24 or 28
Daily
1st - Burning Blade (4d6+10) = avg. 24 damage, and avg. damage of other powers increases by 2 (assuming +4 str)
5th - Deep Freeze (4d6+10) = avg. 24 damage + possible extra damage to other enemies.
Now, if he has the highest damaging powers, he probably has the following
Encounter 1st: Flame Cyclone (1d8 + 12 to enemies in blast 3) = avg 16 dam per target, 13 - 180 possible.
Encounter 3rd: Incendiary Sword (2d6 + 8 to enemies in area burst 1) = avg 11 dam per target, 11 - 180 possible plus 0 - 45 extra dam possible.
Notice how this swordmage only has 3 encounter powers and two dailies. There is no way he could be getting 30+ damage every round, considering he only has 3 encounter powers and, unless he's got those area affecting ones i mention and is hitting three or more targets, he's not guaranteed to get above 30. It is highly unlikely that's he's getting 30 on his at-wills, for sure.
