I like the idea of the whole being controlled by them, this question evolved from a possible next character who was supposed to be a powerful kineticist who was kidnapped and tested on originally for a evil prince by various psionic races like the yuan-ti, illithid, Elan council, a cabal of blues, and a few unbodied.
He was going to be a Phrenic Kalashtar (kalaraq) who relied on grafts and symbionts instead of normal items. my DM said the there would have to be a good reason for those groups to work together.
we came up with a ancient psionic god compelling them all to work indirectly under the prince, who thought he would be getting a brainwashed assassin.
at some point past epic level, he was supposed to receive a legendary "Living" psychoactive skin acting as a mini prestige class.
this brought up the point that after about level 15 all of the grafts and symbionts would not have scaled.
The phrenic ability was supposed to come from the prince systematically wiping out his entire family, making him the only person connected to his quori spirit, thus having direct contact with it.
